In my opinion hindi, Kasi noon wala pang pagasa ang tao nakakasurvive kahit malakas pa ang ulan. Kung alam mo naman na aapaw na ang ilog at ang lakas ng ulan. Hihintayin mo paba sabihan ka ng ibang tao na kumilos? Common sense na yan.
